They do not store it but do find ways to use it.
Very handy if a war somewhere just happens to appear, big use then.

As to so called provocation, Putin must be easily frightened.

Regardless of the Arms profit which is a given whoever supplies countries at war. Putin is a kleptocratic ruler. It's too easy to blame Nato, the USA and the EU for his war against Ukraine Putin wants absolute power untrammelled by the ethics of liberal democracy. That is why aligned nations are and should be concerned and involved. As Keith T, Vic and others have already intimated Putin cannot be trusted.... fullstop.

I really wish it was as easy to explain away as that . But you can turn that statement around and show the other side of the coin - that Putin wants to protect his country
from the steady eastwards encroachment by NATO and he finally said enough is enough. As I keep on saying , there are always two sides to every argument .

My ordinance is best but only half my missiles make it there,
I would of thought by now that we would be controllers of the air.
But at the rate snipers work my time here is ephemeral
