Window taxes introduced in the 1700's.
There are many buildings still in London where there is evidence of the windows being bricked up to escape the tax.

If you rent a property out the tenant is liable for council tax and all utility bills, you claim on your tax return for any maintenance costs incurred. Concerning renting to DHS tenants it is my understanding Social services deal with taxes etc!!

My council tax covers the Police service in Hampshire who do a good job and I'm very pleased with them it also covers education and as I've got three kids and they were educated I suppose I've got no grumbles with that either. It covers dustbins waste disposal and they're pretty good at that every couple of weeks but we've had no problems so I'm happy with that . It covers social care but I'm afraid it is sadly lacking in that corner I pay £1,100 a year with my 25% single occupancy discount taken off if they wanted another couple of £100 a year off me to get the social care better then in all truthfulness I would have no problem in paying it

Thanks Lewis, it appears there is a similarity between here and UK.
All public housing here is treated the same as all other rented property where the owner is liable for all outgoings.

Cappy, Taxes and death the only two certainties in life as they say. Our council tax has remain the same for nearly ten years, this year it will rise by 3%. The problem with low taxes is nothing gets done when it should have been and when they do get round to it the cost has escalated.
We have tried the democratic way of voting out one set of rouges, only to be replaced by something even worse!
They send you a leaflet each year explaining what the taxes were spent on and how good they have been in comparison with some other councils. The attachment is from last year I am band D

In Boltonistan , my Council Tax has increased by 5.5%, wiping out all my pension increases, so I am now financially worse off than last year.

###evening bill i agree there are a poor lot running councils in general .......i have no problem with council tax as stated my only question was why is the roof over my head more expensive than many other persons .....why when we retire do some get a parcel of freebies that i cannot.....i have paid my taxes ....it is a tax again that sometimes up to 4 5 or six people pay all living under one roof and working pay half of what i pay for two of us..which makes me irate it is an unfair tax .......any way it wont change so be it...regards cappy

Cappy,. There are two ways to make the council tax fairer.
1 Poll tax or similar where everyone pays based on ability to pay, not the value of the house.
2 Have a local sales tax or similar.
