Most likely some sicko bersterds trying to be funny, though you never know. Areas where there are a large concentration of restaurants are usually subjected to regular, unannounced inspections by local council's health inspectors.
Stories abound about the ingredients in curries and Chinese food, given that in there countries of origin the natives look on what we consider to be cuddly pets as a source of food. A good friend of mine that I made whilst I was working in Singapore described Chinese cuisine as " if it walks-fry it, if it does not move-boil it" when I asked him about some of the strange ingredients in the Chinese restaurants in the city. Again in certain countries what we would never eat is often considered a delicacy. Korea is supposedly renowned for using dog as a delicacy and it was only last year that there was a furore about horse meat in the U.K. but many of our Continental friends think nothing of eating horse meat. Those horse meat sausages you got with frites off the stalls around the Antwerp docks were a real treat after a night on ale in Danny's bar, The Ringo Bar or Ermars.
Here in Shields it was a common saying that you never saw a cat around Ocean Road, where most of the curry houses are situated. The only time I have ever heard of an actual case like this was back in the early 70's where a restaurant in Sunderland was raided and a dog was found dead on the kitchen table being cut up with its meat being used in the curry. The restaurant was at the time one of the most popular in town.

People in Liverpool only liked to buy a rabbit with it's skin on because it is so much like a cat.In Liverpool a back alley is called a jigger so another another name for a cat is "A jigger rabbit".

On one of my trips in the mid 1960s around the traps from Fiji on the Union SS Co of NZ, MV Tofua we carried a high Tongan Government officer from Nuku'alofa to Vava'u. The customary feast was being organised in honour of his visit so various special culinary items were gathered. Dog being a delicacy, one was spotted and quickly dispatched by the local constabulary. This is in front of my Vava'u agency, Burns Philp (South Sea) Co store and I had no pleasure at all in taking this photograph and was glad to have sailed before the feast on the unlikely chance that I would have been invited.

One morning in Jamaica, my young lady made a nice curry for breakfast.After scoffing a large plate full, I complemented her, and said that the meat was delicious and tender.
Asked what was was.
She told me DOG.
Couldn't pass a lamp post all the way back to the ship!!

After searching Environmental Health Officer's prosecution , I cannot find a case of cat or dog flesh in a prosecution in the UK ,a lot of smear stories and urban myths , so all I can say is if the restaurants are chucking pet cat and dog flesh into the food they are good at covering it up . I would suspect cat hater , the Chinese would not throw the tasty heads away like that
