Yes James, govs have duty of care for all citizens, but that does not mean they will use it.

Johnny, sorry about the 'others' on your cruise.

Do not recall seeing much as you describe, but on the Sky Princess we met a couple of guys who were married.
We did a second cruise with them last year.
You could not meet a more friendly couple, but they had a total disgust of the 'camp' lot saying being gay was not about that.
You would never know about these two until they told us.
