NATO joke

This is a memory trainer for our previous prime minister and now secretary general of NATO. A man who when he didn't want to answer a question in parliament would always use the stock answer " I do not have active memory of this subject.
As said he is now NATO's new boss so heaven help us but I would opine that a more fitting comment might be - Would you buy a second hand car from this man ?.
