#1 Believe General Staff in the British Army wore a Red Cap Band , but the cap itself doesn’t look right more as Brenda says Russian as if it is too big for the head, and ready to take wing. Can’t make out the badge. JS

Police forces in Canada have various colours of cap bands, Yellow for federal police, RCMP, Blue for Provincial police, Red for municipal police... Food for thought, but something about the shape and peak???????

Looks a bit like the Royal Welsh Fusiliers, my Grandad was in them in the Boar and first world war, but I couldn't swear to it.
