Yet another disgraceful sign of the times, which reflects the general lowering of standards.
I spent some years in Ecuador, teaching their army technicians about the Racal tactical radios we had supplied - detailed theoretical explanations and repair techniques etc.
I had to set exams at various points throughout the courses. At first they were conventional ones - questions which required a proper, written, answer.
Someone in the higher ranks thought it a good idea to "modernise" and said the army now wanted "multiple guess" style examinations. My argument that a tick against the correct answer wouldn't tell me whether or not the student understood the subject of the question was overridden.
(Just as in government where we have many non-experts trying to hold down a job which requires a high degree of expertise.)
I thought "Oh, bugger it", and from then on allowed the students to have the equipment's technical manuals with them during the exam.
No epidermis off my snot-locker.
