Sadly Keith the world is full of them, all care, so they say, and no responsibility.
Parents such as those should never be allowed to have kids, but sadly such persons breed, often in large numbers and expect society to take care of them.
Of course if the life savers were smart they could send a bill for their efforts, might just shut them up.
