    Here in Oz any donation ovber $2 is tax deductable.

    But the fact is those with the money can also afford to employ the smartest accountants going, far smarter than the gov employ. It is by this means that they find legal ways of tax avoidance.

    The UK like most countries employs specialist accountancyfirms like Grant Thornton s etc to help develop new tax legislation. These companies can then charge and advise people on how to avoid paying taxes legitimately because they know all the loopholes built into the system. It's a win for the Government advisors.
