The tradition of the youngest crew member "ringing in" the new year is still observed on many ships and is not a tradition confined to the British MN. Even with Russian,Latvian, Filipino etc. crews, we still observed the tradition. I guess it must be one of those world wide seamans traditions that are supposed to bring you luck, akin to many of the other ones such as whistle for the wind etc.
It is still a requirement for ships to be fitted with a ships bell with the bells mouth to be of a certain minimum dameter.
