Spot on gulliver

Newports Wartime Shipping
A LITTLE DIFFERENT, HAVE A QUESTION, BUT AM STRUGGLING FOR AN ANSWER.
Why would the original handwritten logs of shipping vary so much from the tonnage reported on other sites etc ?
