With container ships the loading of containers is regulated by the ports of arrival and departure.
It is not uncommon according to my neighbor who works in the docks here in Port Melbourne for in his opinion ships to be top heavy.

With minimal crew on these ships now when in trouble there is very little they can do at sea.
