Council tax s he only tax which is not based on the ability to pay, it is based on a theoretical value of your house.

It causes a lot of problems here amongst the elderly you are left on there own in avast property which they can't afford to maintain and can't afford the council tax for when they have a limited income

If the house is to big and Council tax to high, move.
Bungalow may be ideal ?
Gets rid of the neighbours or visa versa also.

So some little old widow that's lived in the house for 60 years and has all her memories in there we should just send in the social services and demand she sold her house and downsize to Somewhere smaller . The problem is some of them don't want to move that house contains all their memories the husband the children and their life maybe we should forcibly evict them sell off their house at auction or maybe we should find some compassionate way to deal with it

The compassionate way is to develop a system based on the individual's ability to pay not on some theoretical value of new property.
