Each Doctor`s Surgery or Medical Centre has a Budget based on the number of patients on their books. My Surgery has 10,000 Patients on its books. So the Government pays an amount for each Patient per annum.
In some areas, not a lot of people visit their Doctor, in other areas nearly everyone attends.
If the Doctor sends a Patient to the hospital to see a Consultant then the Consultant charges the Surgery for his time. The Surgery pays. If you have a Scan or an Xray or Blood test then the Surgery pays for that. and so on.
Some Doctors are reluctant to send patients to a hospital to be seen by a Consultant or have Xrays and Scans because it comes out of his Budget.
If you feel you need to see a Consultant at the Hospital then Demand it from your Doctor.
Recently , after my operation in Hawaii the Doctor told me to have a CT Scan on my Pancreas when I returned home, my Doctor was very reluctant to send me for one, I saw another Doctor at the Surgery and she sent me for one. So OK . Do not take the first refusal.

I see 1 big flaw with charging the drunks and druggies for treatment and that is where will the cash come from OK the drunks might have a job and its a one off thing but the druggies will go out beat up old lady's as an easy target till they get enough to cover the cost of treatment and some extra to get a fix off the dealer
The nhs gets the cash to treat 1 druggie but then has to treat 5 or 6 others for free that paid for the druggies treatment

Every Druggie should be made to expose who his dealer is before Treatment.
No information no treatment let the bersterds die, They know before the very first Drug that they are going to be hooked. How thick are they.
Arrest the Dealer and take the money out of him.

I would find a remote island , exile te dealers to it , make sure it is too tough for them to escape , and release them after ten years , let them fend for themselves , unfortunately they , who take away the human rights of the addicts that they supply , have human rights

go to any chemist shop at 9am and just see how many are getting methadone they should be made to pay for it or a least work for it? it must be costing millions every year to treat them and the are served first to get them out of the shop so they dont pinch anything?jp

Just lock them up in a Cage and make them do Cold Turkey.
Give them Nothing. If they do not like it they could always die.

the best way to treat a drug dealer. put him on telly feed him the drugs he is selling then watch him die. same with addicts who commit crimes to get drugs.great entertainment.

brian remember human right/ civil liberties and right to live rules? how come drug addicts are not hounded by DWP like old and disabled are?jp

if I was in charge of this country I would bring all our forces home ...I would make the country impregnable for other countrys leftovers unless they could bring enough to feed them and theres for min 10 years I would make the prisons like prisons 50 years ago ie no heating only cold water to drink and too meals per day one of them burgoo no talking except for half hour exercise once a day and chain gang once a week cleaning streets.....after the first intake got out the prisons would empty quicker than water in a sieve and hang all dealers peados and others including the do gooders id go to war with no one unless we were attacked and give all ex mn 2000 per week any body vote for me cappy:rolleyes::rolleyes:

Prison Sentences used to be Ten Years Hard Labour or Penal Servitude for Life.
What happened to all that as well as the death sentence.
