#26. I read an article once Fouro in a U.S. paper about a Sheriff in a mid west township , who was also mayor and in charge of the local prison. He had the inmates under canvas at nights and hard labour by day .When interviewed by the media his reply was “ why should prisoners have the luxuries of a solid roof over their heads , while our own armed forces don’t have that luxury in Vietnam , they stay under canvas and that’s it “. The Sheriff of Maricopa, County, Arizona, Sheriff Joa Arpailo was the one who did this, he built a tent-city that operated in addition to a regular prison to house the overflow, The tent-city was a seven acre facility, the not so happy campers got two meals a day with meat just once a week and wore leg irons. In addition, he only issued pink underwear and made them wear them. It was opened and in business for 25 years and was closed upon the retirement of Sheriff Joe, by the newly elected replacement Sheriff. In the last year of operation, it cost the taxpayers of Maricopa County a loss of 8.5 million dollars. So, it was finally closed for financial reasons. One ex-inmate wrote an article on it and described it "As a living hell." I would imagine so as a balmy late spring, summer and early fall have day temperatures. in the 115f. plus range dropping to the 90f's of a night.
