The rise in 2021-22 comes after the NHS had appeared to get on top of the use of agency work following a government crackdown in 2015-16 when the cap was introduced.
So who is to blame? Agency workers or the government?
For years the Government has through back door means been selling off the NHS. They want people to take out private health insurance.
I had BUPA for years funded by employers and contractors while working. But even though I had BUPA cover always in the BUPA contract was the clause existing medical conditions are not covered by this insurance. When I retired BUPA sent me my new contract. £700 a month bugger that for a game of soldiers. Yes there are other health care providers but still the old existing medical conditions are not covered in a lot of cases. So anything to do with Cardio and Arthritis for me are not covered. That is unless you are prepared an increased premium.
Of course Tony Blair and Gordon Brown would never have dreamt of using private health care. Whoops the low flying pig nearly got me. There's is no evidence of the Conservatives privatising the NHS except in the febrile mind of socialists and their followers.

Vic you must be one of the few in the UK who believes the NHS is NOT being sold by the government no matter be it Conservative or Labour. But why do you usually bring up Blair & Brown. These guys are yesterdays men and have been for at least the past 13 years since they were in power.
Try and get an NHS dentist!! Look at waiting lists for instance. I am due to see a Cardioligst earlist appointment I can get is September/October. My GP made an Urgent referral to my local Hospital. She said I can make an appointment for you to go private. So £200 lighter in the pocket and again £150 for follow up appointment. Told I need Mitral valve repair. So when and were will this procedure take place. He can do it within 6 weeks at my local NHS hospital Arrowe Park Wirral. Stumbling block is the cost about £35,000. Now why can it be done in an NHS in 6 weeks for £35000 and cannot even see a cardioligst on the NHS until September /October, Oh it will be the same Cardioligist doing the Operation be it private or on the NHS.

An investigation has found numerous examples of Conservative MPs receiving donations or work connected with private healthcare firms, pharmaceutical companies and social care providers.
Details of the funding have been obtained from declarations on the House of Commons Register of Members’ Financial Interests.
MPs are not allowed to act as “paid advocates” and have to declare their financial interests on the register.

Blair and Brown built clinics run by companies such as Circle, although treatment was paid for by NHS.
Circle centre was such a success in Nottingham that the Unions took umbrage and forced the Trust to take under their umbrella.
Unless it has changed you could in past demand be treated at a private hospital if there was an undue delay in getting seen to.
Louis, failings (apparent) of NHS are nothing to with leaving the EU.

PS, James, my Eldest son was being treated for a problem at the QMC, Nottingham. Consultant gave him a choice be treated privately at NHS cost or wait for NHS.
He chose the former.
So it's worth asking your consult can you be treated privately and paid for by NHS.
