I have just found out they build ships here in Cebu, will be investigating further.

Cebu has also a quite well known ship repair facility.
I have actually visited a Cebu built ship and it was not a bad job. Basically a copy of the Japanese Freedom class (which was the Japanese answer to the SD14).
The only rather strange thing about her was that there were few if any curves on her. The Bow especially looked like it was made with only flat plates and looked very strange. Down aft was similar all flat plates no curves or bending at all. Also seem to remember that a fledgling shipyard in India produced ships a bit similar looking. The yard(s) most likely did not have the facility to form rounded plate sections.
