    Default Captive Time.

    Reading the newspapers much is said about. Passengers being detained in Quarantine not too much is said about the loss of liberty to the crews of these passenger vessels now swinging at the hook in various parts of the world. Today I am led to believe it is in excess of 100,000 . Prior to 1966 one of the claims of what they called Captive Time was supposedly one of the NUS claims , this was primary to take out of the hands of the master the privilege of stopping shore leave for his own personal reasons. Does anyone recollect what happened to this claim. It involved crew members being paid the same or similar to overtime rates for being retained on board the vessel for no good reason .
    The 100,000 crew members now being quarantined on passenger vessels would not come under this claim as this is a port health requirement.
    Just think of the cost of this if it wasn’t.
    Today we have a new arrival in Fremantle of the cattle boat with 6 members of the crew due for quarantine, and there is a furore about her being let into port in the first place. You can’t stop a ship entering port without a good excuse.The obvious answer is to do away with radio pratique and go back to the old method of going to a quarantine anchorage before getting clearance. I fail to see why this under the present circumstances wasn’t done in the first place.
    My original query about this captive time though does anyone recollect what happened to it ? as I went to pastures new shortly after. JS

    John, the problem with this ship is similar to the Ruby Princess in Sydney.

    The ship may well radio ashore prior to arrival, as was the case with the Ruby, informing those ashore of the situation.
    With the Ruby, and possibly this one, the notice was taken in by the health department and port authority.

    But they are now blaming Border Force saying they have the right to stop a ship from entering the harbor.

    That is very true, but they have to be notified of the situation to do this.

    It appears that in the case of the Ruby this did not occur.
    That makes me wonder just what has happened in Freeo with this ship, were the health and port officials notified, and was Border Force involved.

    No doubt as was the instance with the Ruby the buck will be moved around with no one body being blamed.

    With a passenger ship one has doctors on board so medical pratique can be granted with a bit of credibility. A sheep carrier there is no medical credibility it is just another bit of routine on behalf of the master. Thre are two choices you have to continue with a strict routine of lock down or open up. There will be no sure thing until an anti-dote is available and even then there will still be deaths the same as any other disease. JS

    Ref 1 , i see on todays bbq news they are calling for seamen to be classified as essential workers, and the crews who man the at anchor cruise liners would then be able to exchange crews, and grant leave time for them. kt

    unless all countries take stronger action on the movement of people this virus will always be with us. people are coming across the channel every day in rubber boats people going to beaches by the thousand if 5000 on the beach so many will get it some will get the full blown virus some will die is it worth it a man across the road had it and when you see medical staff with space suits coming out of the house 3 doors down you stop and think i have not been out for a couple of months and still got a long time before i can?

    John, most countries will do what they do, it is the people who make the difference.
    Here in Oz most of the restrictions have been lifted and the people are going around as though it never happened.
    But like all such it will join all the others we have such as the common cold.

    #1 Ref. To the cattle ship arrival yesterday , Readers letters in the WA newspapers got a bit up my nose , so sent them the following email, doubt if they will print it though.
    “ Ref. To various letters re the recent arrival of vessel in Fremantle and the self made controversy surrounding it I should like to point out the following ...most of the trouble is the modernisation of the system to suit the speed of traffic in shipping on turnarounds at various ports. AMSA the Australian Reporting System is very adequate for the system it was designed for. However 50 years ago or so, it was usual for every vessel coming into an Australian port to go to a Quarantine Anchorage and not until cleared have contact with the shore. This should have been re-introduced at this time and moment. Radio Pratique today has overtaken such Safety practices and the old system should have been re-introduced before now. Any ex merchant seaman would have known this.”.

    The whole fiasco will be lost in the mud being kicked up and once again the true facts will not appear to people who should know different .This bit of course is not on the piece sent to paper bit.

    MN personnel of all nations have always been 'key workers' as without them there would be no international change of goods and subsequently no industry whether it be cars or toothpaste etc, etc, and if they all stopped at the same time only then would the world realise their importance in the whole sphere of things. Alas they world will remain ignorant of their importance to its survival.
