I'm afraid James Curry must have lead a very sheltered life. I have lived in Thurrock since 1952 & shipped out of both Tilbury & the Royal docks in the late fifties & sixties. Having spent my teenage years in the area, I do not recall it being anything but a nice place, old fashioned, but nice. Grays was the county town of Thurrock with a market, cafes, snooker hall, three cinemas, pubs and a good choice of shops. It had it seaman's pubs along the river in the old town, where we would meet old mates, if they were home. I never encountered, in all the years up to the turn of the century, anything that justified it being called "A rough area".
Tilbury was a bit more boisterous, especially around the dock area, but it acquired a bit of a reputation it did not deserve, because mainly of the Labour councils decision to house all the so called "problem" (read poor & single parent) families from the rest of Thurrock in one area, ironically called "Poets Corner" - Good old fashion Socialism at work !!!.

I too have heard of the definition of W.O.G.S - Workers on Government Service & without the "S" Westernised Oriental Gentlemen.
Personally, I view the nonsense of all this political correctness that is being forced down the indigenous populations throats as an attempt to stop a free and open discussion, as to what is being done to our country, They know that the large majority disapprove of whats going on, but feel intimidated, by the law to voice an opinion.
By the way I still live in Thurrock, and while I think Grays is now a rubbish place, destroyed by incompetence, it is still not a rough area.
