When I was working in the power station the asbestos lagging was covering most pipes. This was gradually being removed and replaced with another type of lagging , but who knows if it could be just as bad and only now be starting to show itself in people.
I remember signs on compresser room doors,
Keep doors closed. Dust is harmful to compressers.
    Nothing about people being harmed.

    Regards Michael

Still in service in many places. Not illegal if sealed in and not disturbed. Even Artex is ok if not drilled or sanded.

Some places the Asbestos has been covered in some non combustible material where it was considered removing would cause too much of a health hazard.

At the Uni there was an old building with some built into the roof space, that was closed in as it would have been very difficult to remove as it was very old and maybe not stable.

Was at one time used in the building of houses here in Oz used in sheet form just after the war when there was a shortage of building materials.
Also some pre fabs in Uk had it in the walls.
    Happy daze John in Oz.

Life is too short to blend in.
