Bribing an examiner by a candidate is nothing new in. Commonwealth certificates either . I had a family member who used to do the examination of marine engineers in Australia . And he told me he was quite often approached by alien people to pass them. But can guarantee they got short shift. JS.
If the American examination is the same as the Liberian and Panamanian which I strongly suspect is then it is a tick the box question and answer , and shows the quality of the candidate with or without bribery . Cheers JS

I got my Liberian Masters certificate and I didn't even apply for it or even know about it. Denholms told me they had got one for me
before joining a Burmah tanker as mate and it was already onboard when I joined in Cadiz.
