Scapegoat
Here we go again, Interpol have issued a 'Red Warrant' for the Master of the 'Rhosus'
Interpol have stated it is not an arrest warrant but anyone who knows of his whereabouts (and also the owners) should advise the authorities so that he/they can be detained, sounds like an arrest warrant to me.
The 'Rhosus' was the vessel that discharged a cargo of nitrates in Beirut in August 2014, these exploded in August 2020 after a fire was started by a welder repairing a door in the storage facility.
Looks like someone needs a scapegoat, how can a Master of a vessel be responsible for a cargo he discharged six years previously.
The Master performed his duties, he loaded the cargo safely, he transported it safely, and he saw it discharged safely, what more could he have done. How many Masters have refused to load a cargo of fertilisers, and if they did, what would be the consequences, I feel we all know the answer to that one.

Re: Scapegoat
Sounds much like a case of any one to blame will do.
Just get some one who was involved at some point but had nothing to do with the end result.
Happy daze John in Oz.
