Most of the crew now on containers, tankers and cruise ships are from countries where I doubt many would know of such regulations.
The Philipines provides about 50% of all at sea now, most are very happy with the money and conditions.
There is limited work in that country and what there is, is poorly paid.
Similar in countries such as Goa where many others come from.

Have just found when clearing out house..wages and information appertaining to the offshore Industry in Australia for 1991 when I commenced working out here.
Remuneration wages only this in including leave. Ratio of 1.15 days off for every day on.
Division. 1.
Master. $ 90,146
Ch.Eng. $ 88, 343
1m/2e. $ 80,230
2m/3e. $ 72 116
AB/Grs/IR$ 59,497
Other info. As to manning available , but must point out that these salary’s are from 29 years ago . And. for working 6 months of the year only . If worked longer salary would go up proportionally and so would your tax.
