Translates into:-

'Lets stay neutral, let's see which way the wind blows, we didn't authorise the seizing of Grace 1, so please don't arrest our EU ships of whatever flag, apart from UK flagged vessels of course, and please don't send us any suicide bombers, we are not your enemies and if you need any more weapons please contact the French, as they will sell to anybody'

Keith, as the majority of the crew are Indian, it will be interesting to see if India will be willing to send any help, either military or diplomatic to the area.

I got a job back in 85 as the Captain, chief officer and Chief engineer all got locked up in Dubai for stealing and selling stolen gas oil.
At that time most of the rigs were old and did not have efficient fuel gauges, the vessel in question (supply ship) was the biggest fuel carrier in the Gulf at that time.
The procedure was to ask the platform how much fuel they wanted, connect up the hose and pump them whatever minus say 200 gallons or so which was bled off back to the tanks via a T piece fitted after the fuel transfer gauge.
Send up the fuel book via basket, rig takes the word of ship staff and signs it, bobs your uncle.
After all rigs on that run, call up on a certain frequency and rendezvous with another vessel, remaining fuel goes one way, money back the other.
I joined in drydock where transfer meter was replaced by digital, T piece removed and fuel metres fitted to every supply and spill back line on every engine and believe me there were lots (American built, most equipment direct driven by diesel engines).
From there on every metre had to be logged at midnight every night and total fuel used and that still on board totalled up.

HMS Montrose has escorted 30 merchant vessels through the Straits of Hormuz 16 of which were UK flagged, so by default has escorted vessels of other nations. It is only fair that others share the load.
