Found the report, seems like many if's, could's etc.
EG: Headline; ‘Hemisphere-wide implications’:
Nasa warns temperatures in Europe could plunge

Emphasis on if Arctic warming and could.
Basically, would seem to come down to Global warming
for anything further to occur regarding this, if Global
warming does not exist: No problem ?

Again the talk that January was the hottest for 141 years.
That tells me that it could well have been as hot at some other point in the past.
141 years ago brings us to 1879, there were no global temperatures being kept then, some countries may have not even bothered taking them.
Who is kidding whom?
But on another TV station they claim the 141 years refers to New York??
In 1879 there were no sky scrapers, very little bitumen and a very much smaller town.
Now the sky scrapers, the bitumen and other infrastructure create heat banks, in my opinion they would effect the temperature even in winter.
Rodders, you are a person of good common, how do you see this one?

You know I'm a firm believer that global warming is a fact, and sensible solutions must be found to at least slow down, preferably halt, the rapid march to a serious world problems.
Fine, that said and done, I am a continuous seeker of knowledge. My hat's off to you mate. You hit on something. It's called "The heat Island Effect".
I couldn't answer your question, so I typed in Does the road surface and the tall buildings effect the weather in New York city? A ton of info came up, from many well respected sources all that I read in agreement that it does.
It's worth looking up.

Rodders, further to my last post about the 141 years.
Different media sources put forward different stories.
It now appears the 141 years covers all of USA, no where else.
Also comments that ocean warming was not the cause.
Last year here in Oz we were told that part of the heat wave problem was the result of higher than usual warming of the Indian Ocean and the Gulf Stream.
Just where is the info coming from?
But weather patterns here have been very odd this year, apart from the odd hot day here in Victoria we are having a very poor summer.
February is normally our hottest month of the year, few days below 30 and many in the high 30's and a few at 40.
This year the coolest for about 50 years according to records with day and night temperatures up to as much as 10 below average.
We have over the past few days had rain fall similar to that of mid winter, not mid summer.
I am of the opinion, as are many here now that it is not so much Global warming/Climate Change, rather the seasons are changing.
The Aboriginals often say that we have six seasons here in Oz not four, maybe they ae right they have been here for a lot longer than we have.
In London there are bets on snow on Christmas day on the roof of the weather station there, but it never snows there, heat bank syndrome????
Our city weather recording station was moved a few years ago, it sat along side the Exhibition buildings, a heat bank if ever there was, now about 1 Klm away in Flagstaff Gardens, yet they still compare weather details of years ago with now.!!!!
many scientists say we have only 12 years to fix it, yet many govs such as ours here in Oz, UK and others say they want 'net' zero emissions by 2050, leaving a hiatus of some 18 years, and just what is 'net' zero emissions?
One last point mate, as you have discovered there is relevant info out there but few bother to source it, you did, good on ya mate.

I would say that there are no changes based on my own information.
For years now I keep a weekly consumption of my utility consumption and on average consumption is the same as it was a few years ago.

Latest from VW vehicle manufacturers.
Studies show that an electric vehicle is not as emissions free as first considered.
The manufacturing of the batteries and eventual decommissioning of such will create emissions.
A Diesel engine will need to cover some 150,000 Klm before it reaches the point where emissions are more than those produced in the manufacturing of the electric one.
Wind Turbine manufacturing apparently poses the same dilemma.
It will take 80 years of use before it becomes emissions free.
The fact is there is no such thing as a free lunch.
Every thing manufactured will at some point require energy that will produce emissions.
All that man can do is attempt to reduce them as far as possible.
As to the term 'Climate Change', not correct.
The basic climates, Arctic, Arrid, Temperate, sub tropical, tropical will always exist.
What may occur is that some may change from one to another over time, but such time spans are in my humble opinion much longer than we are told.
Here in Oz an ex Pm said we would be nuts to continue with coal.
But why not, he is a major investor in one of the largest wind turbine manufacturers and wind farms here in Oz.
