Could be an 'Association' cap badge, rather than a shipping line or Service badge. I first glance I thought it may have been Shaw Saville and Albion as they had something similar but had stars in the quarters

Would agree with that Ivan, as its got the two Ensigns which as you say points rather to some association . I have looked but so far Zilch! Will be interesting to find out though!

No luck this way thus far, seems someone may have created an own cap badge,
Lapel badges with similar two ensigns, normally appear to have them in reverse.

Came across this which looks to be similar if not the same ,but still no actual info on it.??

    Unusual Cap Badge.jpg

This would appear to be pre-WW2 badge and I find it interesting that it crosses the White Ensign with a Merchant Marine Ensign - and looks to have had a Merchant shipping lines insignia.
I am told that this would have probably been worn by a Merchant Navy officer, who also held commissioned rank in the Reserve of the Royal Navy

Could it be an RFA badge as officers were in both the Merchant and Naval.
